: Regulation No. (18) of 1979 on Internal Departments in Ministry of Higher Education and Scientific Research Institutions
Based on the provisions of paragraph (a) of Article (57) of the Interim Constitution and Article (54) of the Higher Education and
. Scientific Research Law No. 132 of 1970, as amended
: The following regulations have been issued
Chapter One 🔵
Internal departments and their objectives
Article 1
First - The Ministry of Higher Education and Scientific Research shall prepare, according to its available resources, places for
. housing university students, called dormitories
: Second - The internal departments aim to
. A - Creating a suitable study atmosphere
. B - Work to eliminate social differences between students
C - interaction and mixing of students, strengthening friendship between them, accustoming them to teamwork and love of order and ensuring its implementation, familiarizing them with their duties and rights as a basis for their future practical life,
. and training them to manage their own affairs in the internal section
D - Directing the student politically, socially and intellectually in line with the socialist approach of the National Socialist
. Revolution
E - Strengthening the student's personality and encouraging him to debate and exchange opinions through guided debates held
. in the boarding section
F - Developing and encouraging students' abilities in artistic, social, cultural and physical fields (by organizing art exhibitions
. travels, social parties and sports activities) in the boarding section,
Chapter Two 🔵
Admission to Internal Departments
Article 2
First - The University Council authorizes the Department of Internal Departments and the Technical Institutes Foundation authorizes the deans of the institutes to accept in the internal departments for first-year students in the faculties of the University and the Technical Institutes Foundation who meet the conditions of admission in accordance with the provisions of
. this Law
Second - Iraqi students are admitted to the internal departments for a period equivalent to the duration of the university study
: according to the following principles
. A - The student must be from outside the center of the governorate
B - He must not be an employee or a worker, and his right to stay in the internal section shall be forfeited upon his employment
. or employment
C - Preference in admission is given to those who participated in popular work campaigns, literacy or rural awareness and other collective work and service with public benefit, as well as talented and competent people in the fields of sports, arts and
. culture, provided that they prove this with documents supported by the concerned authority
Article 3
First - Applications for belonging to the internal section are organized in a special form distributed by the federal committees to
. first-year students in colleges and institutes wishing to be admitted to the internal section
Second - The applications mentioned in - I - above shall be submitted within two weeks of the student's admission to the
. college or institute
Third - A committee shall be formed in each college or institute, headed by the dean or his authorized representative and the membership of one of his assistants, a representative of the registration department and a representative of the National
. Union, who will consider the applications according to the principles set forth in this system
Fourth - The college committee nominates those who meet the conditions for admission and sends the lists of candidates to the internal departments within two weeks from the date of the end of the submission of applications, while for students of
. technical institutes, they are accepted by the deans of their institutes
Fifth - Internal departments announce the lists of candidates for admission to their departments within two days of receiving
.them
Sixth - Internal departments issue admission orders for students within a maximum of one month from the end of the period
. specified for the admission of students nominated by the colleges and accepted by the institutes
Seventh - A student who has not been admitted to the internal departments may object to his non-admission within ten days from the date of announcing the admission results in these departments before a committee formed by the university president in the internal departments department or the president of the Technical Institutes Foundation at the Foundation Center to consider objections, headed by his assistant for student affairs and the membership of each dean, a representative of the
. registration department and a representative of the National Union
Article 4
First - The departments of the internal departments may accept academically advanced or financially needy students from the advanced grades who are from outside the governorate center in these departments on the basis of an advance for housing
. and food with a limit of (100) one hundred students for each academic year and with the nomination of the National Union
Second - Students admitted to universities or technical institutes from expatriates who are candidates for admission to missions may be temporarily housed in the internal departments free of charge and for the period determined by the departments of
. these departments
Third - Internal departments may house expatriate students who are not accepted as members of the mission at their own
. expense for a fee of (5) five dinars per month
Content 1
Article 5
First - Upon acceptance of the student in the internal section, he shall be lent an amount of (20) twenty dinars per month for food and an additional amount of (5) five dinars per month if he cannot be housed according to the following principles: (a)
: Before starting to lend him, he shall submit a written pledge certified by the competent authorities
: A - Before lending him, he must submit a written undertaking certified by the competent authorities that includes
.His commitment to pay the amount of (- /245) dinars for each academic year during which the loan was made ◉
.Return all the amounts actually lent to him in monthly installments, of which the installment does not exceed (5) five dinars ◉
The first installment shall be due one year after the date of his graduation if he did not join the compulsory military service ◉
for any reason whatsoever, and if he joined it, the first installment shall be due one year after the date of his discharge from it, and if his compulsory military service ends and he continues in military service, the first installment shall be due at the end of
. the prescribed year as if he had been discharged
B - The academic year for non-first grade students is considered (9) nine months, but for first grade students, the amounts are
. paid to them from the date of their nomination for admission to the university or technical institutes institution
C - The first three graduates of each scientific department are exempted from all amounts that have been advanced to them in
. order to encourage them.
Second: Amounts spent in advance shall be recorded in special records and recovered as indicated in the first part of this
. article, noting what is stated in (c) of the first part of this article
Third - Students who are not admitted may be housed in the internal departments for a monthly fee of (5) five dinars in
. accordance with the instructions set by the university
Fourth - The admission period for failing students who are admitted to the boarding sections may be extended for one time if
. the student presents a legitimate excuse accepted by the University Council
Fifth - The deferred student submits an additional pledge of the amounts accepted by him for the year of deferment and is
. re- housed and disbursed from the beginning of the new academic year
Chapter Three 🔵
Internal department management
Article 6
The General Directorate of Internal Departments is responsible according to the administrative and organizational structure of the university or institution and is empowered with the administrative and financial powers that enable it to define the objectives of
. these departments
Article 7
The apparatus for managing and supervising internal departments shall be composed in accordance with the administrative and
. organizational structure that the university or institution chooses according to the nature of the work in it
Article 8
First - Whoever is appointed as a director in the internal departments department must hold a university degree and have
. experience
. Second - Whoever is appointed as a supervisor must hold a high school diploma or its equivalent
Chapter Four 🔵
Penalties
Article 9
First - The student shall be dismissed from the internal section if it is proven that he has committed one of the following acts:
. A - Theft or any immoral act
. B - Gambling, alcohol or drugs
C - Possession of materials that are officially prohibited in the boarding sections according to the instructions issued in this
.regard
. D - Providing incorrect information in the application form for admission to the boarding section
. E - Assaulting a member of the internal departments or one of his colleagues
Second - If the student is dismissed from the college or institute for any reason whatsoever, he shall be dismissed from
. the internal department for a period equivalent to the period of his dismissal from it
Third - The student shall be dismissed from the internal department for the remainder of the academic year in the following
: cases
. A - If he is punished with two consecutive warnings
. B - If it is proven that he is harboring strangers
Fourth - The Department of Internal Departments shall draw up special instructions to organize the penalties mentioned in this
. article
Article 10
First - The student guarantees the value of the damage he causes to the furniture in his charge or other materials in his
. section, doubled and added to his actual expenses
Second - All occupants of the room are jointly responsible for all damages caused in the room in case the real perpetrator is not
. known
Article 11
The Regulation of Internal Departments in the Institutions of the Ministry of Higher Education and Scientific Research No. (34)
. of 1973 is canceled
