| Students Discipline Rules
Based on the provisions of Article (37) paragraph (2) and Article (47) paragraph (2) of the Ministry of Higher Education and Scientific Research Law No. (40) of 1988.
Article 1/ The student is committed to the following 🟦
First: To abide by the laws, regulations, bylaws, instructions and orders issued by the Ministry of Higher Education and Scientific Research and its institutions (university, authority, college, institute).
Second - not to prejudice religious beliefs, national unity or national sentiments by maliciously or intentionally stirring up sectarian, ethnic or religious strife by word or deed.
Third - not to harm the reputation of the Ministry or its institutions by word or deed inside or outside it.
Fourth - avoiding all that is inconsistent with university behavior, including high discipline, respect for the administration, faculty and staff, and relations of fellowship and cooperation between students.
Fifth - disciplined behavior that will positively affect him upon appointment and nomination for scholarships and fellowships.
Sixth - Refrain from any action that would disturb the order, tranquility and tranquility within the campus (college or institute), or participate in it, incite it, or cover up the perpetrators of it.
Seventh - preserving the study supplies and the property of the university, organization, college or institute.
Eighth - not to disrupt the proper conduct of the study in the college or institute.
Ninth - Adherence to the uniforms prescribed for students, provided that the specificity of each university or organization is taken into account.
Tenth - Avoid calling for the establishment of organizations that would deepen discrimination or practice any kind of political, religious or social persecution.
Eleventh - Avoid propaganda for any party or political organization or ethnic, national or sectarian group, whether in hanging pictures, banners and posters or holding seminars.
Twelfth - not to invite partisan figures to give lectures or hold partisan or religious propaganda seminars on campus in order to preserve national unity.
Article 2/ A student shall be punished with a warning if he commits any of the following offenses 🟦
First - Failure to comply with the uniforms prescribed by the university or organization.
Second: Abusing the relations of fellowship between students or verbally abusing a student.
Article 3/ A student shall be punished with a warning if he commits one of the following offenses 🟦
First - an act that is punishable by caution and has been previously punished with a caution penalty
Second - disturbing the order, tranquility and tranquility in the university, organization, college or institute
: Article 4/ A student shall be punished by expulsion for a period of (30) thirty days if he commits any of the following 🟦
First - an act punishable by a warning and previously punished with a warning penalty
Second - verbally abusing a member of the university who is not a member of the academic staff
Third - defaming a member of the academic staff in a way that offends him inside or outside the college or institute
Fourth - placing posters - inside the university campus - that violate public order and morals
Article 5 - A student shall be punished with temporary expulsion from the university for a period not exceeding one academic 🟦
: year if he commits one of the following offenses
First - If he repeatedly commits one of the acts stipulated in Article (4) of these instructions
Second - practicing or inciting sectarian or ethnic groups or political or partisan gatherings on campus
Third - actually assaulting a member of the university who is not a faculty member
Fourth - using violence against fellow students
Fifth - Threatening to carry out armed violence
Sixth - carrying weapons of all kinds with or without a license inside the university campus
Seventh - intentionally or by gross negligence causing damage to the property of the university, authority, college or institute
Eighth - offending national unity or religious beliefs
Ninth - verbally abusing a member of the teaching staff inside or outside the college or institute
Tenth - harming the reputation of the university or the organization by word or deed
Eleventh - deliberately disrupting the proper conduct of the study
Twelfth - proving that he committed fraud and fraud on his fellow students and college or institute affiliates
Article 6: The student shall be punished by final dismissal from the college or institute and by a decision of the university 🟦
: or authority and shall be deregistered if he commits any of the following offenses
First - Repeating one of the offenses stipulated in Article (5) of these instructions
Second - actually assaulting a member of the teaching staff or lecturers at the university, authority, college or institute
Third - committing a disgraceful act contrary to public morals and ethics
Fourth - submitting any forged documents, books or documents knowing that they are forged or being one of the instigators of forgery.
Fifth - It is proven that he committed an act that disrupts security and tranquility within the university campus, or his participation in it or assistance in it.
Sixth - When he is convicted of a felony or misdemeanor that violates honor for a period of more than one year
Article 7 🟦
First - The imposition of the penalties stipulated in Articles (2), (3), (4), (5) and (6) of these instructions on the offending student does not prevent the imposition of other penalties if the offense falls under the penal laws.
Second - If a criminal case is filed against the student for an act attributed to him outside the university or institute, the disciplinary consideration shall be delayed until the criminal case is decided.
Article 8: The dean of the college or institute shall form a student discipline committee headed by the assistant dean and 🟦
the membership of two faculty members, provided that one of the committee members is legal. And a representative of the Student Union (elected), and one of the administrative staff is assigned to the work of the committee's rapporteur.
Article 9: No disciplinary penalty may be imposed unless recommended by the Student Discipline Committee 🟦
Article 10: Disciplinary sanctions stipulated in these instructions shall be imposed by a decision of the college or institute 🟦
council, and the council may delegate its powers to the dean of the college or institute.
Article 11 🟦
First - The penalty of warning and warning shall be final.
Second - A student dismissed from the college or institute for a period not exceeding (30) thirty days may appeal against the decision of dismissal to the college or institute council, and its decision shall be final.
Article 12: The student may object to the dismissal decisions stipulated in clauses (II), (III) and (IV) of Article (11) of 🟦
these instructions within (7) seven days from the date on which he was informed of the decision issued against him, and if he cannot be informed, he has the right to object within (15) fifteen days from the date of publication of the dismissal decision in the bulletin board.
Article 13: The penalty decision shall be posted on the bulletin board in the college or institute for a period of not less 🟦
than (15) fifteen days, and the student's guardian shall be informed of it in writing.
Article 14: The Higher Education Student Discipline Instructions No. (19) of 1989 shall be canceled 🟦
Article 15: These instructions shall be implemented from the date of their publication in the Official Gazette 🟦
